THE NORWEGIAN INSURANCE SCHEME
Membership in the National Insurance Scheme is the key to eligibility for rights to services from NAV. In Norway, your membership can be based on residence or employment. You can also be a member of the National Insurance Scheme during stays abroad.
If you are resident and work in Norway, you will be enrolled as a member of the Norwegian National Insurance Scheme. This means that you will be covered for essential expenses for healthcare services from the national health service and that you only will have to pay user fees for any treatment you receive.

EUROPEAN HEALTH INSURANCE CARD
The European Health Insurance Card officially documents that you are entitled to coverage of medically necessary healthcare in another EEA country under the same conditions as that country's own nationals. You should carry the card if you will be staying temporarily in another EEA country or Switzerland.
The European Health Insurance Card only entitles you to medically necessary healthcare from a hospital and/or doctor affiliated with the state-provided health service in the country in which you are staying. You are entitled to coverage on the same terms as the country's nationals and you must pay the same user fees as the country's nationals.

You will normally be considered to be resident wherever your immediate family (your spouse, cohabiting partner and/or children) live. In some cases, you will still be considered to be resident in Norway even if you have family members who live in another country.
